Role Overview:
Position: Monitoring, Evaluation, and Learning (MEL) Lead
Program: USAID-funded Pakistan TB Flagship Activity ($50-100 million, 5 years)
Location: Islamabad, Pakistan (with significant in-country travel)
Reporting to: Chief of Party
Status: Contingent upon funding approval.
Core Responsibilities:
M&E Management and Leadership
Develop a comprehensive MEL Plan and CLA strategy.
Implement robust monitoring systems, performance frameworks, and learning mechanisms.
Conduct quantitative and qualitative analyses, including designing surveys and evaluations.
Facilitate evidence-based adaptive management and learning sessions.
Data and Information Management
Design and implement a Management Information System (MIS) for real-time data tracking.
Ensure integration with national TB systems (e.g., DHIS2) and use data visualization tools like Power BI.
Oversee data collection processes, quality assurance, and reporting compliance with USAID standards.
Team and Partner Capacity Building
Train internal MEL teams and partner staff in data methodologies, tools, and systems.
Mentor teams on participatory and inclusive MEL practices.
Foster a collaborative, accountable work environment.
Coordination and Representation
Represent Mercy Corps in MEL forums and with stakeholders, including USAID and partner agencies.
Collaborate with external evaluators for baseline assessments and periodic evaluations.
Support partner organizations to align MEL systems with Mercy Corps’ and donor standards.
Key Qualifications:
Education: Advanced degree in statistics, economics, or a relevant field (with quantitative methods focus).
Experience:7+ years in MEL leadership, especially in USAID-funded health programs.
Expertise in designing MEL frameworks, survey design, CLA approaches, and digital data systems.
Proven ability in participatory governance and grassroots-level engagement.
Skills:Proficient in data tools (e.g., Stata, R, Power BI).
Strong knowledge of USAID MEL standards.
Demonstrated success in leading diverse teams and fostering learning cultures.
Success Factors:
